Separate sealed proposals, subject to the conditions contained herein, will be received by the Northwest Alabama Gas District at the office of the General Manager, 310 Second Street SW, in Hamilton, Alabama until 2:00 p.m. (Local Time), Monday, August 5, 2024, and then publicly opened and read aloud in the board meeting room. Under this contract, the work will consist of a Unit Price Item Contract for furnishing all labor and materials and performing all work for construction of NWAGD Project No. 24-001 (ALDOT Project No. BR-0243(504)), Natural Gas Facilities Relocation, Bridge Replacement on SR-243 over Cedar Creek, in Franklin County, Alabama. The scope of work generally consists of the following: relocating approximately 1,400 LF of 6” Steel Gas Main. This is a reimbursable project funded by the Alabama Department of Transportation. Processing of payment requests usually takes 90 days or more.
Plans, specifications, and other contract documents are on file for inspection at the office of the General Manager, Northwest Alabama Gas District, in Hamilton, Alabama. Copies may be obtained at the office of Northwest Alabama Gas District, or by calling 205.921.3106. Digital format is available upon request. Three (3) hard copies of plans and specifications will be furnished to the successful Bidder for construction purposes.
No Bidder may withdraw his bid within sixty (60) days after the opening thereof. Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the contract.
Each proposal must be accompanied by a Bid Bond or cashier’s check drawn on an Alabama bank in an amount not less than five (5) percent of the amount of the proposal, but not more than $10,000.00. Each Bidder must be licensed as a Contractor under the laws of the State of Alabama and will be required to advertise completion of the Contract in accordance with Alabama State Law. All bids must be submitted in the Construction Contract Documents book provided, and in a sealed envelope bearing on the outside of the Bid envelope the Contractor’s name, address, license number, category, expiration date, and the name of the project as stated above. A current copy of the Contractor’s license and Bid Bond should be inside the envelope.
Each Bidder must have a minimum of five years’ experience installing gas lines of similar size, length, and complexity and have successfully completed at least three projects of similar size, length, and complexity within the last five years. The Contractor’s employees performing this Work must be OQ certified to perform each covered task in accordance with Federal laws, rules, and regulations. Training documentation, OQ certifications, and drug and alcohol testing program must be submitted prior to commencement of the Work. The successful Bidder will be required to furnish Performance and Labor and Materials Bonds.
