Sealed bids will be received by TTL, Inc. on behalf of the Commissioner of the Department of Conservation and Natural Resources (DCNR), c/o Wildlife and Freshwater Fisheries Division, at the following location: TTL, Inc. 3200 Rice Mine Road NE, Tuscaloosa, AL 35406, until 5:00 P.M. Central Standard Time (CST) on Wednesday, September 3, 2025 for:
MARION COUNTY LAKE, SITE IMPROVEMENTS, PROJECT NO. 49-WFF-15, MARION COUNTY, ALABAMA
Description: Project shall generally consist of clearing and grubbing, demolition, relocating a manufactured building, earthwork, storm drainage, erosion control, and site stabilization.
Contractor must submit evidence of successful completion of 3 similar projects involving marine construction. The Contractor must provide contact information for the Owners of the projects. DCNR reserves the right to consider this information when determining the lowest responsible bidder. Prequalification is not required.
Sealed Bid Proposals will be read aloud publicly at 1:00 P.M. (CST) on Thursday, September 04, 2025 at 3200 Rice Mine Road NE, Tuscaloosa, AL 35406 in the Bambarger Conference Room.
NO BID SHALL BE RECEIVED FOR ANY REASON ANY TIME AFTER THE ADVERTISED DEADLINE. IT SHALL BE THE SOLE RESPONSIBILITY OF THE BIDDER TO ENSURE ACTUAL RECEIPT OF THE BID BY DCNR PRIOR TO THE ADVERTISED DEADLINE.

Bid Package: Contract documents, Plans, and Specifications are kept on file for examination at the TTL Office and may also be obtained electronically by contacting:

A mandatory pre-bid conference will take place on site at Marion County Lake, located at: Marion County Lake Road and Marion County Road 148, Guin AL 35563 on Thursday, August 21, 2025, at 10:00 A.M. CST. For directions, contact Adam Ingram at (205) 345-0816.
Submission of Bids: Sealed bids must be submitted on proposal forms included in the Bid Package obtained electronically from Mr. Adam Ingram at aingram@ttlusa.com.
Sealed bids must be accompanied by a certified check or bid bond in an amount not less than five percent (5%) of the contract bid price, but not to exceed Ten Thousand Dollars ($10,000); and must also include an executed copy of the Disclosure Statement available here: https://examiners.alabama.gov/PDF/publications/Vendor-Disclosure-Statement.pdf.
Evaluation/Award: A contract shall be awarded to the lowest responsive and responsible bidder. DCNR reserves the right to compare specific items, at its discretion, and to determine the lowest responsive and responsible bidder. It is anticipated that the award will be made within thirty (30) days after the bid opening.
The successful bidder must execute and return the contract and all required forms to DCNR within fifteen days of receipt; otherwise, the award may be deemed to have been withdrawn and the deposit forfeited to the State.

*For contracts in excess of $100,000, Contractor must be licensed as a General Contractor. Title 34, Chapter 8, Code of Alabama, 1975.
All responses received will be subject to the Alabama Open Records Act, Ala. Code § 36-12-40, (1975), as amended, and may be subject to public disclosure upon request.
