Winfield’s mayor responds to Leathers’ contention over new judge appointment

WINFIELD — On Thursday, Feb. 5, the Journal-Record received a memo from former Winfield Municipal Judge Lionel Leathers containing a copy of an affidavit and his analysis, claiming his term as judge was technically still ongoing.
The affidavit was written by Municipal Court Clerk Ashley Gann and notarized on Dec. 19, 2025.
The affidavit, originally filed with the Administrative Office of Courts, explained that Leathers’ signed oaths of office based on two-year terms for the position of a part-time municipal judge every two years.
